Council Planner vs Private Town Planner in Brisbane
What council will tell you for free, what it structurally can't, and when paying for a private planner actually changes your outcome.
Brisbane City Council will answer planning questions for free. A private town planner charges for the same general subject. That leads a lot of people to ask, reasonably, why anyone would pay for advice council gives away. The honest answer is that the two are not actually doing the same job, even when the conversation looks similar from the outside.
What a Council Planning Officer Does
Brisbane City Council offers real, genuine planning advice at no cost. Council's own Getting expert advice page states council offers “a range of pre-lodgement services, including advice over the phone and in person,” and separately runs free “Talk to a Planner” sessions where you can “speak to a planning specialist about your project or site.” That advice is a legitimate first step for a straightforward question: what zone applies, whether an overlay affects a site, or what category of assessment a use falls into.

What council will not do
A council planning officer is, ultimately, part of the body that decides your application: the assessment manager, in Planning Act 2016 terms. That role means they will explain the controls that apply to your site, but they will not build your case for you, negotiate on your behalf, prepare and lodge the application, argue for a favourable reading of an ambiguous provision, or guarantee an outcome in advance. Asking council “will this be approved?” before an application exists is a question they are not positioned to answer, no matter how the conversation is phrased.
What a Private Town Planner Does
A private planner works for you, not for council. That difference shows up in the actual work: testing a specific concept against the current City Plan provisions before you commit to design fees, preparing and lodging the development application itself, coordinating the survey, engineering and other specialist reports an application needs, responding to council's information requests, and negotiating conditions where there's room to. None of that is work council's free advice line does, because none of it is council's job to do.

It depends on the assessment pathway, the complexity of the proposal, how many specialist reports it needs, and whether council raises further questions along the way. What's honest to say without knowing your project: council's own advice genuinely costs nothing and is worth using for the lookup questions above; a private planner's fee buys work council structurally cannot do, not a faster version of what council already offers for free.
